Objectives
Dear Friends,
The Collective to Support
Homos without Papers brings together
everybody concerned by this
problem either personally or out of a love
for individual liberties and
a certain conception of human dignity.
Our immedioate goals are to
obtain from the political and administrative authorities clear promises
concerning:

A moratorium on the planned expulsion
of foreigners whose appeals (if already made) have been refused.

A favorable examination of appeals
not as yet made.

The possibility of making an appeal
after the announced deadline.

Administrative guidelines that
clearly indicate the possibility of unmarried couples and individuals
obtaining their regularization.
A pledge to take into consideration
in the text of the law on the
Civil Pact of Solidarity (PACS)
the situation of homosexual
foreigners living in France.
This law does not fully take into
account the situation
of foreigners. One of our Collective¹s goals
is to put pressure on our
politicians and the present government to
fully recognize the rights
of foreign partners whatever the situation.
Under the present proposition
only foreigners legally resident in
France can contract a PACS
with a French citizen. We believe that
this is a positive first step,
but it seems strange to us that in this
era of European unification
the law is not the same for all. We
propose that the PACS permit
foreign partners of French citizens to
regularize their situation
in France in the same way that the law
allows this for heterosexual
partners. We also ask that the PACS can
be contracted with a foreigner
legally resident in France, whether a
member of the European Union
or not: two Argentinians should be able
to contract a PACS in the
same way as a Dutchman and a Belgian.
A pledge to respect,
in the case of foreign homosexuals and
transexuals, the international
conventions signed by our country:
France must protect
the right of foreign homosexuals to their private
lives and grant them refugee
status whenever it appears that they are
victims of persecution in
their own country because they belong to the
homosexual minority that constitutes
a de facto social group.
